Care Design NY Advocacy Efforts: A Message from Jim Moran, CEO | |
Care Design NY I/DD Service Provider Partners:
Throughout the COVID-19 public health crisis, Care Design NY has played a critical role in advocating for the I/DD service provider community and the individuals and families we mutually support. In collaboration with the Care Coordination Organizations (CCOs), provider associations, and statewide advocacy groups, Care Design NY continues to work with State, local, and Federal government officials to ensure the health and safety of individuals with I/DD is not only considered, but prioritized, as both policy and funding decisions are developed during and post-COVID-19.
During the COVID-19 crisis, Care Design NY has played a central role in advocating for the funding and policy development needed to support a strong, viable I/DD service provider community in NYS. Care Design NY has participated in and advised on several initiatives related to COVID-19 including the Appendix K waiver, the inclusion of individuals with I/DD in the NYS Department of Health (DOH) COVID Visitation Guidance, the availability and securing of Personal Protective Equipment (PPE), development of isolation and quarantine protocols in collaboration with OPWDD/DOH, and the creation of COVID-19 re-opening of services guidance for both providers and individuals/families.
The Care Design NY Benefits and Entitlements team provides ongoing guidance and support to our stakeholders with regards to implications of the CARES Act, government stimulus payments, unemployment insurance, and other financial considerations stemming from the crisis. Additionally, Care Design NY continues to participate on various State and local advisory groups related to COVID-19 testing protocols, contact tracing, and data collection.
At Care Design NY, we see our role as not only a Care Management entity, but a community of leaders, advocates, and system-enhancers who envision the future of I/DD services as one of innovation, opportunity, and equity. While Care Management may be our business, our passion lies in improving the lives of the individuals and families we support. Because of this, we commit ourselves to representing and advocating for the I/DD service provider community – the backbone of our system - whenever and wherever we are needed, from regulatory, policy, funding, and programmatic perspectives. We are your partner in re-building as we emerge from the COVID-19 experience together - stronger.

Care Design NY & Regional Health Information Organizations (RHIOs)
Care Design NY’s Information Technology (IT) Department continues to make steps towards integrating with Regional Health Information Organizations (RHIOs) across the State. RHIOs are localized hubs where electronic health information is stored and shared according to accepted health information technology (HIT) standards. When connected to a RHIO, and with appropriate consent from the individual, health information can be shared with providers and healthcare professionals supporting the individual or patient.

OPWDD Coordinated Assessment System (CAS) to Resume | |
The Office for People with Developmental Disabilities (OPWDD) informed Care Coordination Organizations/Health Homes (CCO/HHs) on May 30th that Coordinated Assessment System (CAS) will be resuming for all individuals enrolled in OPWDD services. According to the communication, “OPWDD/Maximus will work directly with providers, other supports and existing OPWDD systems to attain necessary information for scheduling and conducting CAS assessments during this period of time. Care managers will be invited to participate in remote CAS assessments and will be informed when summary reports are available.”

1915(c) Waiver Amendment Public Comment Period Announcement | |
OPWDD is amending the 1915 (c) Comprehensive Home and Community Based Services (HCBS) Waiver to include the rate-setting provisions outlined in the approved 2020-2021 New York State Budget and make additional operational changes. OPWDD is looking for feedback on the changes during the public comment period which will be available from June 1, 2020 through July 1, 2020.
OPWDD hosted a WebEx on June 4, 2020 and provided an overview and outline of the proposed changes. CLICK HERE to view a copy of the waiver amendment.

COVID-19 Provider Resources | |
CDC guidance for group homes for people with disabilities. The CDC put out guidance for group homes for people with disabilities. The guidance includes information for group home administrators and staff about COVID-19, steps to take to minimize exposure and information on what to do if a resident has been exposed to, has symptoms of or tests positive for COVID-19.
